Those swim ladders are present at every Disney boat launch in the event someone falls in. In fact, most boat launches I have been around, including construction docks, all have this feature.

I imagine they are building them in a convenient location and will float them to their more permanent location. I would guess they are for one location with an departure ramp and arrival ramp. Perhaps more docking locations at Disney Springs.

Could these be for the GrandFlo DVC since the boat ramp for GrandFlo is on the other side of the resort?
Or, could they be planning a rebuild and re-location of the GrandFlo boat launch?

Those bodies of water are not connected. Anything for Disney Speings would be built at that body of water.

Here is a picture of that area from Google maps taken in early 2012 and you can see that there was already a crude dock at this location. I assume this is a replacement, although I am not sure what this one was used for.
