That's where they would ordinarily have festival booths. And it is often walled off while they re-set the booths.

Tho, looking very tent-like, I'd guess it's meal tents for the workers so they can be distanced and be eating outdoors. Because, outdoors is magic and prevents any possible transmission of viruses.

Things not happening (for now... maybe...)

The only thing that may be totally scrapped is the Festival building. Right now, Disney's saying that there will be a Festival *area*. We presume grass and booths. There's a rumor that once the parks are back at normal capacity and finances stabilize, they may still make a stab at the proposed 3-tier toadstool building.​
Mary Poppins [a story-time attraction] is indefinitely delayed.​
The Wishing Tree's status is unknown.​
The Spaceship Earth uptheming is indefinitely delayed.​

And... that's it.

Once innoventions is gone do we think they’ll move right into prep work for journey of water, or is there going to be a delay. Is there a chance this part of future world just gets some light landscaping until real construction starts up again to at least get rid of all the walls? Or is this the future for the next few years?

I think Disney will try to keep pace with GotG and the Play! Pavilion, aiming for opening sometime in 2022. While the Festival giant table is being scaled back, Journey of Water appears to still be a priority as a recreational area for guests to cool off.
