Don't forget to throw Toy Story in there. Tom Hanks and Tim Allen (at the height of his popularity)...
I don't think it was any one film, just a trend that started in the early 90s.
Toy Story and Shrek are good examples, but as an 80s kid I always recall Oliver and Company as the earliest example of a cast made up almost entirely of celebrities. Billy Joel, Joey Lawrence, Bette Midler, Cheech...even the minor characters are voiced by actors that already had face time on TV or film (Richard Mulligan, Roscoe Lee Browne, etc).
