This!! same goes for Le Cellier, both outrageously priced. Lower it a bit, or offer a lunch menu and you may fill more seats. Not everyone is on the precious dining plan Disney!
They already offer a lower priced lunch menu, not sure if this one is still available as I can't see any recent updates on this https://www.wdwmagic.com/dining/tiffins/news/05jul2016-tiffins-introduces-new-lunch-menu.htm
I think the other issue is that Animal Kingdom failed to keep guests into the evening, Rivers of Light hasn't been as well received as I think was expected and may guests are leaving the park to get dinner elsewhere. In general you are less likely to want a signature sit down lunch and if guests aren't staying in the park into the evening you won't get them in for dinner.
I think the Pizzafari sign is just advertising that they have a prix-fixe dinner available as well as the quick service, the family style set meal is a relatively new offering. The signs for Tiffins and Pizzafari are among the most interesting things in that update. Do those suggest that these restaurants aren't doing as well as had been anticipated? (At least in Tiffin's case)
