This still does go back to what I said earlier though. The EMH are a perk for staying on-site. If guests who stay off-site are still able to wander the WS during evening EMH (since there's not really any rides), that possibly doesn't lessen the number of people that are there. This is where IMHO, Disney should be checking and directing out people who shouldn't be there. For the MK, I use evening EMH for pictures, rides and shopping. Well, if all the off-site people are shopping, makes it kind of hard to do that. And yes, I shop late because who wants to carry things around all day (if you're not shipping it home).
It seems to some people, myself included, that EMH and Disney greed are getting crossed. Sure, Disney wants your money, but they're putting a really big bend in the rules by saying that those people staying off-site just can't do anything except for walk around or buy things.
I mean, we have threads here where people want Disney to raise prices super high to thin out crowds, but yet they can't even make EMH run correctly. If evening EMH is going to allow guests to wander and not do any attractions, then so should the morning ones, or neither of them should allow people who aren't supposed to be there... There shouldn't be a double standard.
