To me the cost and time is more about type of theme than quality or company. Harry Potter is amazing but for the most part is themed buildings and a huge show building with it's one visible corner themed. Much of NFL is buildings covered in rockwork and it also includes a rollercoaster themed 360 degrees to look like a hill, a couple streams, and a bridge.I believe Disney paid more for the Fantasyland expansion than Universal did for Potter, which makes the construction length less because they are getting what they paid for and more they intentionally took longer to spread Capex costs over multiple years. This is my perspective at least, which could be wrong.
They both look amazing and I'm not trying to minimize HP because it looks exactly like it should, just pointing out one style of theming requires more time than the other. I think comparing the two areas is apples and oranges since they are totally different.
