Advice on annual pass purchases please

I noticed that Universal isn't offering passholder rates for rooms in Sept 2021. Is that permanent or just because they dont know what will be happening by then?

edit to add: If HHN happens don't expect to see any discounts, they can sell the whole resort for that and there is a bunch of missed revenue to make up.
