Soarin’, along with ToT, were masterplanned for that park.
For Disney Sea? That's all well and good (and I do like the placement of Soarin w/a Da Vinci's Flying Machine theme), but in theory it would be better suited for Disney Sky right? Unless Disney Sky points to the Jim Hill and @lentesta rumor of being solely Sci-fi and it will be the home of Star Wars, Avatar and Marvel.

The story of Tokyo DisneySEA is more than just water. As of right now, Tokyo DisneySky sounds like Tokyo Disney Islands of Adventure with a hollow name that blindly follows a sort of pattern.

We also don't know if it's Disney SKY and Sky is also some sort of acronym.

Is the 'sea' in DisneySea really an acronym, or did the acronym come from the name of the land, er... sea?

I know one of their official logos uses all caps for 'sea', but in print, it's always "DisneySea."

It's a great question. I think it's not officially an acronym, but others disagree.

S.E.A. - Society of Explorers and Adventurers is the acronym and heavily woven throughout.

It’s why Indy and Jules Verne make sense beyond IP integration. Presumably it’s the angle that will be used for their Soaring preshow.

I think of the underlying themes (DisneySea is more than just a loose association to bodies of water) in the same context that Animal Kingdom is more than just a loose association to animals.

DisneySea definitely has more tying it together than bodies of water. There are common threads throughout (like a land specific boat along the shores of every land). It's why I was mildly intrigued by the Epcot Gardens idea that Corless mentioned a few months ago.

I don't doubt that any third park done in Tokyo would be exceptional, however I wouldn't be surprised if it largely becomes a "Best of". The OLC is notoriously "safe" and it would likely be much easier to sell them on recreating Pandora, Star Wars: Galaxy's Edge and Marvel attractions as the anchor of the park.

I do know Pandora was pitched and rejected years ago. That’s not to say the success in practicality will change the pitch. OLC is not very keen on the big capex copy/paste jobs.

I still anticipate Frozen eventually plus if they were going to upsell them on any project it would likely be Mickey and Minnie’s Runnaway Railway as a Toontown extension.

I hope D23 yields some sort of direction.

I don't see why they can't have Soarin', and also a Flight of Passage type of ride, maybe with a different theme as well. They're similar but different enough IMO, if they're in separate parks.

Also, I would guess Soarin' isn't that expensive to build, as it's already been done a few times and the tech is not brand new.
