A confused man :)

So from past posts ive been looking to move to Florida. Well my life may take me out to CA for now instead.
Anyway, onto my WDL question.
I would actually be an Anaheim CA resident and was looking at annual pass's. Im a bit confused or maybe im just over thinking things. A 215 day pass, costs CA residents 239 dollars for the year. And when i completely log out of the site and re look at prices they are the same.
So im wondering where is the savings from someone from lets say NV . I'm sure I'm missing the obvious but im just not seeing it
