I don’t know about Florida but where I’m from you can paint whatever you want but the scaffolding needed to paint a guitar that big would definitely require some permits.
The scaffolding isn’t the trigger. You could do an entire project with lifts and still have to file the notice.
To repaint an exterior or interior of residential, no permit required. Probably given it’s a commercial project
No, it’s not just because it’s commercial. Most residential work isn’t going to hit the project valuation requirements.

If it's triggered by $5,000 than a lot more residential painting projects will hit that in 2025 than did in 2019. I am in the process of painting a fence and paid $63 per gallon for paint doing the labor myself.

I'm thinking (hoping) the guitar will be green with iconic lighter green starburst collar pattern to subtly resemble Kermit. Then graffiti symbols and music notes along a repainted rainbow-colored track/neck design with the upside-down Cadillac now in purple featuring static figures of Electric Mayhem.

I'd guess Destination D
No way that happens THAT early with this many open ended projects. Destination D is usually more about updates on existing projects. At most we get a sly reference saying "we hear your very real demands for something new in Animation Courtyard and we are currently in the middle of imagineering different experiences to bring to our WDW guests in the near future" and that's it.

I think this makes a lot of sense. Monsters will either be open or nearing its opening, and Tropical Americas will be wrapping up too.

Barring a major expansion in EPCOT, I think Courtyard is the most likely D23 announcement in 2028.

D23 2028:

  3. Animation Courtyard
  4. Pandora Expansion/Lion King Expansion
  5. Moana Ride Adventureland

What do you think we will get at expo '26? Gotta have something good - think Villains details are then and maybe something else for AK as within a year of Tropical Americas opening.

Gotta have something for then - maybe something for Epcot (SSE or Imagination) if don't get this year at DD23

If I had to predict expo 2026 will be a lot of details for the upcoming projects, including opening timeframes for Monsters & Tropical Americas. Probably revealing things like the Monsters Stage Show, Cars Flat Ride, and Tropical Americas playground that we know are coming but have NO details on.

The big NEW announcement for WDW will probably include something for EPCOT. I think SSE and a new film for Magic Eye get announced at this Destination D23; so I'd lean towards Figment, WOL, or World Showcase. Then I think DAK could see either Lion King or another Pandora expansion.

I cannot imagine they are spending that much on Magic Kingdom. I think those projects missed out on the current spending package and are shelved, for a while. Moana could get shifted again to another park.

I also cannot imagine Josh would be with the company and show up so empty handed as spending is 'supposedly' ramping up. We've had more things than that announced after last years D23.

Certainly it would put them on track to miss their spending targets, which I acknowledge could occur given the environment we're entering.

I feel like we are due for some bigger entertainment updates... as much as I love HEA, maybe a replacement there and/or (finally) a new DAK nighttime show. Replacement for Indy, BATB, and/or Nemo... just guesses...
I don’t think Happily is going anywhere soon, given how badly Enchantment soured them.
DHS or DAK could get some nighttime love.

I could easily see them subbing out Nemo. I think that when Indy goes, it won’t be another show that replaces it. As for BatB (and Frozen: Sing Along) I don’t see them caring to invest more entertainment into DHS with a new villains show and Mermaid coming this year.
