I don’t know about Florida but where I’m from you can paint whatever you want but the scaffolding needed to paint a guitar that big would definitely require some permits.
The scaffolding isn’t the trigger. You could do an entire project with lifts and still have to file the notice.
To repaint an exterior or interior of residential, no permit required. Probably given it’s a commercial project
No, it’s not just because it’s commercial. Most residential work isn’t going to hit the project valuation requirements.

If it's triggered by $5,000 than a lot more residential painting projects will hit that in 2025 than did in 2019. I am in the process of painting a fence and paid $63 per gallon for paint doing the labor myself.

I'm thinking (hoping) the guitar will be green with iconic lighter green starburst collar pattern to subtly resemble Kermit. Then graffiti symbols and music notes along a repainted rainbow-colored track/neck design with the upside-down Cadillac now in purple featuring static figures of Electric Mayhem.

I'd guess Destination D
No way that happens THAT early with this many open ended projects. Destination D is usually more about updates on existing projects. At most we get a sly reference saying "we hear your very real demands for something new in Animation Courtyard and we are currently in the middle of imagineering different experiences to bring to our WDW guests in the near future" and that's it.
