The one thing I'm optimistic about is regardless of the project's budget, my guess is it will be around for a long time (hopefully, IDK, RNRC needs a retrack and seems to not be getting one).

Seeing as it seems like the ride will involve celebrities / their famous music mixed in with Muppets theming, I bet the licensing for these tracks will last a good number of years, so the Muppets will have a decently extended life in HS.

Not just at WDW but why on earth is a permit required to PAINT something?
They’re not actual permits but notices of commencement. They’re required by state law for property improvements with a value greater than $5,000. They’re actually part of the construction lien statute (FS§713) that allows contractors to place a lien on a property if they are not paid for their work. It’s more a paper trail for potential disputes than it is a request for permission.

Via Google - "If your project value exceeds $5,000, you will need to file a Notice of Commencement... prior to starting any work."

The link you quoted is a Notice of Commencement, not a permit. This just means it's expensive, which is to be expected when you need that much paint and labor.
Also, as stated above, scaffolding.

This! Long before I started recording these we were calling them "permits" so the name just stuck since it was simpler the "notices of commencement".
