The one thing I'm optimistic about is regardless of the project's budget, my guess is it will be around for a long time (hopefully, IDK, RNRC needs a retrack and seems to not be getting one).

Seeing as it seems like the ride will involve celebrities / their famous music mixed in with Muppets theming, I bet the licensing for these tracks will last a good number of years, so the Muppets will have a decently extended life in HS.

I do wonder if they're painting the guitar for the retheme now before the new Villains show opens so the route to the new show will look good and not covered in walls that make it look like you're backstage

I think that wouldn't look good tbh I love Muppet courtyard but I've never liked the graffiti aesthetic. Feels like the cheap route compared to a more themed aesthetic. Idk, though. The giant guitar in general doesn't really fit the muppet theme to me, no matter how they paint it

They’re not actual permits but notices of commencement. They’re required by state law for property improvements with a value greater than $5,000. They’re actually part of the construction lien statute (FS§713) that allows contractors to place a lien on a property if they are not paid for their work. It’s more a paper trail for potential disputes than it is a request for permission.

I don’t know about Florida but where I’m from you can paint whatever you want but the scaffolding needed to paint a guitar that big would definitely require some permits.

Via Google - "If your project value exceeds $5,000, you will need to file a Notice of Commencement... prior to starting any work."

The link you quoted is a Notice of Commencement, not a permit. This just means it's expensive, which is to be expected when you need that much paint and labor.
Also, as stated above, scaffolding.

This! Long before I started recording these we were calling them "permits" so the name just stuck since it was simpler the "notices of commencement".

To repaint an exterior or interior of residential, no permit required. Probably given it’s a commercial project
