I think it’s because it doesn’t operate reliably enough to support a standby. With VQ, when it breaks down, your boarding group is not called.Why does this ride have a VQ still? The one in Disneyland doesn't even have one lol

Yes it does break down when boarding groups and LLs are loading too, but think of the nightmare when it breaks down with a 90 min standby full of people.

Broken animatronics yes (this is normal and expected in todays Disney), but they keep running guests through it.The Disneyland version has been broken for 2 months and they haven’t even tried to fix it.
