Heard that the 20k show building is part of the new Fantasyland.

Does anyone know how much and in what capacity?

I thought that the outer walls of the show building were left standing including the top right corner closest to what would have been toontown?

Wow! I did not know that they did that. Possibly for it to be able to consider it a renovation, much like the tents' structures?

I don't think just using part of the walls would be nearly enough to be considered a renovation. I suspect it was part tribute, part convenience/cost efficiency.

In many cases it would be. Each county in Florida will interpret the code a bit differently but I have seen jobs classified as a remodel with as little as an 8' of wall reused. Having a project of this size classified as a remodel can save Disney 6 figures in various fees.

I was under the impression that they used the skeletal remains of 20k show building this to avoid having some paperwork or tax or permit or something-or-other. So they could classify it as "refurbishment" rather than "building from scratch?" I might be completely wrong on that.

Nobody thinks it was because they were trying to keep water out. Similar to the World Trade Center, the walls may have gone deeper and may have been used to keep the water from going into the Utilidors. I am sure I am way off base on this, but figured it might be plausable if the wall had a component that was deeper and longer and partially buried in other portions.

I think it would be better to see a small Nautilus in Ariel's Trove area with her Knick Knacks of Plenty..:D

A Diver's helmet wouldn't hurt either. Or seeing these two still at it at some point in the ride:
