It explains on the parks blog that Disneyland requires a land reservation to visit for the first month, DHS will not.
Also I’m actually impressed they are willing to open it early, they could have waited for the Rise to be ready, but why let everything else sit ready? Especially when they can hopefully burn out some of the crowds early at Disneyland.
