Building off that...can things be fiddled with outside of existing pavilions and their pads, or the proposed pads on the map? Unused / underused and or unallocated space?Well, for one thing the pavilions don't have to be countries, specifically.

Darn. There goes my master plan! Since you know the PM, I think you know what I am referring to as a concept for that to work...and could probably guess the two underused / unallocated areas outside of the expansion pads I'd want to target for a minor addition.
