Bugs Land was conceived as it was a quick and easy way to address a core criticism of DCA at the time: nothing for kids. They weren't really thinking as much about the popularity or longevity of the IP.It did get an entire land at DCA- plus the It's Tough to be a Bug show.

I didn’t even get to do it until I was 8 because my mother heard the stories online about it scaring kids.
They don’t care about the ROA complaints because the general public couldn’t care less and the only complaints are from a segment of Disney Parks Fandom (who they’re already rather used to hearing complaints from). The general public has shown some resistance to ITTBAB. If the GP cared about the river, they wouldn’t be axing it. But they don’t, and haven’t for I’d say a good 30+ years now. It’s really that simple.
