This is pretty common at the TTC, I have had to stop my tram before because one was crossing the tram lane, Disney can only move them once they reach a certain size, as per florida law. I've also seen them inside MK in the frontierland area near the train tracks.

This particular car is very temperental, they fix it and its down pretty much within days, from what i hear they have had problems with it since pretty much day one. Hopefully one day GMR will get a long overdue refurb and they will be able to replace it with a new car, but until thatb happens...
