I think building on ROA is easier than budling behind it. I'm not in construction, don't take my word for it. You are correct, capacity is the primary driver for me. Retheming and moving a handful of rides so one ride fits "better" at 2x the $ vs the more simplistic same capacity add option...

You might have to make a winter trip to see AK at night (5:30p sunset), it is a different experience. Even Everest is quite a different ride at night... you can see a lot better in the mountain without your eyes adjusting from bright Florida sun.

Or they could put in the expansion pad under the berm between Galaxy’s Edge and Toy Story Mania show building. It would add something to the land to have some activity in that dead area (but they’d need to explain away the timeline of old characters somehow)
