Welcome to WDWMAGIC! :) I believe it's for their "annual refurbishment" of Splash, even though that almost always takes place from January-March (which they didn't do this year). It still boggles me as to why they chose one of the hottest times of the year to refurbish it..

In the past 13 years of going to the Disney parks, I've probably went about..103 days (September will be 113!) 9 of those days have been at Disneyland between 2012-15. Not bad considering my young-ish age. :D
