We have done both as we are from the DC area and our kids don't back to school until after Labor Day. I would have to say it would depend on what you want do and see while you are there. Mid September you could get to see the MK all done up for Halloween and even go to a MNSSHP.

If you have trouble finding something on the monorail then I would suggest going to the Yacht Club and hitting up the Captains Grill. They server both buffet and menu breakfast and is never crowed. Then you can enter Epcot from the back side.

We also avoid H&V.....had a really bad meal a few years back on Thanksgiving. I thought that this places just does not have the "DISNEY" feel to it.
