Usually when they specify to redeem something at a park ticket window that is the only place that you can do that, not a resort or PI. I don't think the windows are open til the park closes but there are usually 1-2 open until late in the afternoon from what I have seen.

As long as you have a regular or premium annual pass, the seasonal pass has no free parking.
