I think with DS done they are trying to pull in more convention crowds. Expanding the convention center and rooms as CSR is the perfect way to do this. There are also the CBR and Sw-olfin projects that have seen height testing balloons, so a push for the convention crowds may be in the works...

Not to mention, they need all the dirt so they can actually park in the new lot and not just sink cars there.

I thought there was a field of air compressors in that area for one of the rides.

I can imagine there will be far more bad stories than good. Not many places can take 10+ inches of rain in a couple days without severe flooding.
