I think it just means that the small quantity of vaccines allocated for high risk but not in current priority groups are sent to hospital for them to inject in those the hospital administration feel qualify. They did not want that determination done by pharmacist, but they did not specify that the recipient must be admitted. They did not say physicians with admitting privileges get to make the determination ( Unless the hospital provider chooses that as its protocol). I think it is left to the discretion of the hospital. Not many doses so very few people will get it through that method... for now. A hospital might choose only those admitted, or only those under going specific protocols/treatments. I think a lot in the order is left to their discretion as long as the recipient is high risk.If that is a direct quote from the executive order, that would mean to me the recipient of the vaccine would need to be actively hospitalized, otherwise there is no need to specify the word "hospital" in front of "providers". So, somebody who has compelling risk factors, but is neither currently hospitalized nor in the qualifying age group is still not eligible. I read that line as the governor giving hospitalists some discretion in who to vaccinate, but that doesn't translate to all medical providers.
I know at least up where I practice, no physicians' offices have access to the vaccines or say in who can receive them right now. Only the hospitals and the state pop-up clinics have access currently, soon to be followed by retail pharmacies.
If I’m sitting in the window seat and infected and there is someone in the middle and isle seats I have potentially infected 2 additional people within 6 feet of me. If the middle seat is empty I have only potentially infected 1. In that case having the middle seat open cuts potential spread in half. It definitely could help. I don’t think the point is to say you can’t infect someone 2 seats away but it’s reducing the number of strangers within that 6 feet.While this is great for comfort, 17"-18" (depending on aircraft) of space isn't going to do anything with respect to reducing the spread of COVID but it is terrible for fuel economy if those seats would have been sold. If you block 1/3 of the seats, the fuel burn per available seat mile increases by 50%.

I know it’s a bit of a dirty word but, I believe that a combination of vaccinations and herd immunity from people who have already had Covid are driving down cases. Until a varient (South African or another) that evades herd immunity/vaccines emerges as the dominant strain cases will continue to fall. Given that the vaccines appear to fight the SA variant better then natural immunity, getting shots in arms ASAP is vitally important to beat the SA varient.people are also less inclined to get tested now that the holiday gatherings are over.
