Dude, Florida has a yearly drought. Water features are far more reasonable in muggy SoCal than bone-dry Central Florida.

Did you look back as far as August? I want to say there's been some activity of one sort or another going on here at least since October, though not as obvious as what is now going on. It has definitely been going on since November of last year, and they've been doing a lot of canal work in that area since the middle of last year with another truck crane and assorted other equipment down Epcot Center Dr. a bit for about 4 weeks now.

No clue...still want to say some type of intricate sign, I dont understand all the rebar unless it will be formed rock work..I dont see the hat going on that.

Is this a current picture? When I was there in early March there was just this tall giant cement box out in the open with no fencing or anything.

Yesterday. The rebar is the "shell," not the "guts."

The rock work frames are more wire than bar and probably wouldn't be cubic.

Encore Construction Company if that makes any difference in the permit search.

Encore is a company that specializes in environmental facilities (water and wastewater), so I'm still thinking some kind of water processing or containment. Odd that something like this would be located out in the open, that close to a major road, though...
