Construction across from Old Key West

We saw it a couple of weeks ago when we were there. It has no doors or windows on the three sides that are visible from the road - as others have said it is a giant cement box. And it is only about 20 (?) feet off the road. Maybe when it is completed they will put potted enormous generic arbor vitae around it to disguise it, ha, ha, ha! Oh well, it is definitely not being blocked from view hwile it is being built as most things usually are, which is making it even more mysterious.

Is it some kind of water or sewage pumping station? Maybe some engineer for utilities work can answer that? I know there is that new Four Seasons Hotel being built up there in the back of the property.

This was my first thought as well, but pump stations and stormwater junction boxes are usually below ground level. Pictures would be very helpful.

Disney's Construction Adventure promotion in California Adventure was extremely popular - you saw what happened to that park's visitation numbers after the promotion ended.

I can't blame TDO for copying them.

That's a big ol concrete box! My guess from looking at the reinforcing is some kind of civil/environmental structure (ie., water/sewer related).
