Just a guess -
I believe they are lights - I saw something like that on the PA Turnpike at night with the PENNDOT work crews. They lighted up the entire area instead of just focusing in one spot.

Yeah, they provide a more gentle ambient light than a harsh focused beam like the typical floodlight.

Film crews have been using the lighting technique for decades, but outdoor construction crews have only been using them for a couple years, it seems.
