I had read that Kali normally opens later than the rest of the park because it's drained (or some similar system "reboot" is required) every day. Does this mean they have to have people in the park that much earlier to open this, or have they stopped this practice?

As far as I know, they don't exactly "drain" it entirely. Like all rapids rides, when they turn off the pumps, all of the water in the ride naturally flows to the lowest point in the system, which is a holding pond backstage. (Splash Mountain operates in the same way) So the startup process is actually just to turn on the pumps and wait until the water is at full flow.

Operationally, the reason it would open later is probably because noone rides it first thing in the morning, and they're just trying to save the money of running all those water pumps when noone is riding.
