That’s not what is described in the patent if you read it.
It actually describes both -- it specifically says it can be configured to rotate around an axis (i.e., a spinner) but could also be used for other things.
I think it's more likely to be the secondary attraction because I don't see them having what would almost have to be a visible arm attached to the main attraction for the entire ride, but who knows.
