and/or to keep the construction wall they put on top of the scaffolding secure.

No, I say that looking at the loss of the ROA, a beautiful body of water lining the shores of these lands and a waterfront to the Haunted Mansion which is gone and will be surrounded by construction for half a decade. That looks terrible and it is.
