My understanding for that was that it was a legal thing, as each state has it's own rules on that and a contract that was set up in Florida may not be binding for a NY state resident as a for example. Central Florida has seen an increase in visitors YOY, primarily due EU. Problem seems to be a more specific issue of visitors passing on WDW.

Seriously though, the gift card just barely covers the tax you pay on top of the already ridiculous sticker price. And that's only if you don't add on the water parks and PhotoPass (how they can call it an "incredi-pass" without those is beyond me).

Gotta protect the price point for future maths...So, instead of doing the smart thing and lowering the price of an AP in an attempt to draw more people (or, at the bare minimum, run the 15-months-for-the-price-of-12 promotion), they resort to... a gift card promotion?
