The upper lot desperately needs a signature attraction or two. Particularly something non screen based. The new coaster should help. One of Simpsons or Minions needs to be replaced with a non simulator.
The Simpsons ride is on a such small piece of land so I really can’t see them creating anything besides an indoor drop tower style ride going off the cliff there. As for Despicable Me, I wish they would replace it because the ride seems so unnecessary especially without the 3D glasses to block out everything around the screen. The screen is so small and it just doesn’t feel like a ride that immerses you and makes you feel like you’re in that world. Here’s hoping they replace the interior with a two story dark ride like Pets next door.

Minions is by far the most lackluster, and therefore expendable attraction at the park. No need for me to go into details, you’ve perfectly encapsulated the reasons why. Regarding a replacement for the Simpsons, I wonder how much of Springfield could be reclaimed as attraction space. It definitely seems like the building could be expanded that direction, while still allowing access to the Starway and Studio Tour entrance. Whatever they replace it with needs an impressive facade, seeing as the area caps out the Upper Lot’s main thoroughfare.

IIRC the tram stop is earmarked for theme park development per chatter on the IU forums. Since Universal is keen on fast-tracking Wicked for the parks, thats where it go for USH. They could use this as an opportunity to bring the Battle of the Ministry system to the west coast.

If Wicked gets any representation at USH, I hope it will be on the studio tour.
I would die of happiness if they found some way to put riders in the middle of Defying Gravity

Or if they built the dueling Elphaba/Glinda flying coaster/dark ride hybrid I imagined in my head as a fifteen year old.

Almost certainly not, but still, dare to dream.

What more can USH do at this point?

Where more can they build that doesn’t include the lengthy process of taking down a soundstage?

Does anybody know why the Moulin Rouge was downgraded so much in the past? I believe the illuminated sails from the windmill were dismantled some time in 1996. It looks so much more vibrant in its former state in the picture below and I’m sure it had some great optics at night.

Isn't that the plan? I thought they were gearing up to build some new ones on the lake, freeing up the older ones nearer the theme park for expansion.
They've already built the new soundstages. I would guess the old FX soundstage behind Transformers and the Frankenstein soundstage will go away soon for park. The new ones have already been built on the Black Lagoon lake.

Maybe the can bring the sails back but on fire for a monster area.

I thought that would be a cool option and that old European area has potential for a Universal Monsters overlay but what could you do with it? I would think to just make it a little more dingy looking with some Monster meets. It would be kinda wierd sitting right next to Illumination land lol.
