Apparently one of the signs at Magic Kingdom is being used to note the Annual Passholder entrance lane.

There are still AP holders that exist in the wild?

Maybe it’s a trap to catch them and round them up for good?

Well, Disney's stormtroopers aren't the best or brightest - Times are tough all over, and good ground troops are difficult to get these days. When these newer Stormtroopers attempted to execute Order Chapek-66 (to eliminate all AP holders) they missed a lot of them. This is a cheap way to entice AP holders into one area so they can be efficiently rounded up, escorted to a special room backstage, and... "re-educated".
