Winter trip to the 'World'

I have a couple questions about our upcoming trip in February 2016. I enjoy planning our trips way in advance. We usually stay at the Dolphin (my mom works for the company), but I want to try something different this time and have been looking into renting DVC points. I have been trying to price out different villa locations. I am interested in 3 properties:
1. Beach Club Villas (2 bedroom)
2. Boardwalk Villas (2 bedroom)
3. Bay Lake Tower Villas (1 bedroom)

Does anyone recommend one over the others? And why?
Also, I am interested in adding on quick service dining plan. Do you think that's a good idea when we will have a kitchen in our hotel room?
Does Disney offer free dining plans for February? Or is it just usually in the fall?
We are going for my daughter's 2nd birthday. Any advice is greatly appreciated.

I would place the resort options in the same order you have them.
I do not recommend buying the Quick Service plan. You are better off just paying cash.
Even if they did offer it, you can not rent points and get the DDP for free.
I would let Disney know at booking that you will be celebrating her birthday.
