Will we ever see a fully indoor land at WDW?

In theory, an indoor land/mini theme park should be doable. You could construct it like a larger stadium-the "concourse" area would house some of the queues/restaurants/backstage areas, and the "floor" would house the attractions and pathways. There would be much more "floor" space than a stadium, as there would be no seating areas; the floor would extend to the inner wall area/edge of the "concourse". A retractable roof could be included in the plan as well, especially if this was built in an area with cold fall/winters, so that the park could be operational 365 days a year. But, as others have mentioned, the cost would make this a pipe dream-most standard stadiums now are, at a minimum, $1 billion to build. And when you add the intricate work of building attractions inside of it, that would push it to significantly more than that. As someone who lives close to a major city in the northern portion of North America, I would love to have this, but I know it's not feasible.
