I love the concept of Disney busses. Can you imagine if we all had to provide our own transportation at WDW!!! Or we ONLY had the Monorail!!! Thank Heavans for Disney busses!

Because they are poor and need to travel to better locations to beg and steal. Being poor means they only ever have coinage as money so they always have exact change. Or it could be they are screen writers and are researching a new story line involving buses, or a documentary crew filming social studies into public transport and its users.
