Why were the 90s and 2000s more creative?

Some awesome pop culture was created in the 90s and 2000s. TV experienced a "Golden Age". "The Wire", "The Sopranos", "Battlestar Galactica", "Babylon 5", "Avatar: The Last Airbender", "Mad Men", etc.

Disney even made video games.






But they eventually quit.

These looks like something a Disney game studio would create.









Video games experienced a "golden age" as well.






Should Disney go back to making video games?

Why were publishers of pop culture more willing to take more risks in the 90s and 2000s? Movie and game studios seem more interested in milking existing franchises than being creative.
