Why does Disney no longer PLUS attractions?

Don't forget plussing the distortion on a once great experience called Soarin'. Still fun, but a lot less able to feel real. I've been to The Eiffel Tower once in 1967 and again in 2015 and in both cases it didn't bend in the middle.

They still do this rather frequently, you just need to know where to look. Recently, EPCOT has been getting a lot of TLC in regards to effects that we thought were long gone. Perhaps that not so much a plus as a restoration, but it's notable work on details of the attractions.

Others have already mentioned a lot of the other stuff that they've done in the last few years so I won't repeat that. But they are doing it, though perhaps aren't drawing as much attention to it as they once did.
