why do some people say that WDW has too many water parks?

I have only been to one of the waterparks (TL) once in my life, and I really did enjoy it. But most of the time when I go, I hardly have enough time to go to the 4 big parks. Anyway, I'm glad they exist because I could only begin to imagine how busy the 4 big parks would be if the WPs didn't exist (assuming the WPs don't actually BRING people to WDW)
