Why are themed lands not here first (Frozen, Coco restaurant), but they are in faraway lands. Are they planning on building these lands here?

More than half of Americans are living paycheck to paycheck. International travel (and thus owning a passport) is not even a remote possibility for most.
a 14 days vacation in Orlando is often more expensive than flying to another continent and exploring + a few theme parks most of the time. But as said above, folks living paycheck to paycheck are not the target demographic anyway...

I suspect there could be exclusivity rights involved too.

When Ratatouille opened in Paris, it had a 7 year exclusivity deal before it could be built elsewhere. Might not apply to lands though.

Nowhere else is getting Rise, FoP, Cosmic Rewind - at least not yet. The plans for a mini version of Galaxy’s Edge in Paris are in doubt (I don’t know what the latest plans are), nowhere else has Pandora. It’s not all one-sided.
Shanghai, Tokyo, and possibly HK, all have similar caluses for their new attractions (so I understand) - although length varies I believe.

I bet that “exclusivity” clause for rat voided when euro went bankrupt and Bob had to buy it out 5-6 years ago…

Single IP lands did come to the American parks first. Cars Land, Pandora, Toy Story, Galaxy's Edge.

Then the phenomenon infected the overseas parks, who are currently building their own.
