Where/what is this?

I found an old photo from 1986 or 1987 at Disney World. My first thought was that it's the castle hub, but I'm not sure about that. Can anyone definitely place this?

Beyond that, why is there a 200? What was the purpose/meaning of that number? Anyone have any idea?

Old thread shows this was in the castle hub for the 200th anniversary of the Constitution. Pretty neat!

I was recently watching old home videos of family trips to Disney World. We had visiting in early June 1988 right before Mickey's Birthday Land opened. Funnily enough, the Constitution is actually what I was thinking because it was the only thing that made sense as a 200 year anniversary. I was just wondering if there was something else related to Disney where the 200 didn't have anything to do with time.

That's definitely it though; the last picture in that thread is of the exact same topiary with the castle behind it. Thanks!
