You can do it on the WDW website or in person at one of the parks.

my wife lost her hard copy of the AP, will they renew her over the phone or do we need to go to guest services?

If she has her pass loaded to her profile, you should be able to do it online. I’m not sure about over the phone as I always do mine either online or in person.
