When does Disney announce special discounts and offers?

How far in advance does Disney announce new special offers or discounts (free dining, X% off, resident tickets, etc?) There is currently a 15-35% discount on select resorts for FL residents and this could REALLY be a determining factor for our future trip. Thanks!
