When did WDW start making meeting characters so organised?

I see the logic but when did this come into play?

Probably when Disney realized that adults were actually waiting with little kids to get a character's signature. Little kids wouldn't stand a chance against a pushy adult. Does anyone here not think this was one of the reasons for an organized line?
