Not to get too far into the discussion about what causes all kinds of downtimes, but attractions like ToT almost never have complete shutdowns. Each side of the Tower is an independent ride system. One side can be having technical issues while the other side continues to operate. The only adverse reaction this has to the Guests (excluding those actually on the stopped side) is that the line starts moving more slowly. They'll only load half-size groups in the Libraries until both sides are up and running.
Same thing with Soarin or Mission Space, where one simulator can go down, but others can continue.
This is totally different from attractions like Space Mountain, where the two sides are intertwined within the building, and they can't send CMs out onto the track until both sides have been brought to a stop. SM's cascade E-stop downtimes can be lessened by increasing the dispatch time for each rocket, but that would reduce the capacity of the attraction, making for longer overall wait times.
Anyway, this is the first I've ever heard of issues with the lifts on Space Mountain...
