Chaos would break out. The busses could not run, the parking lots would be impassable, there would be car accidents everywhere and CMs would be bundled up like they were on an artic expedition.
The southern States are ill equipped to deal with snow (for good reason, they rarely get any). My stepdaughter goes to college in Savanna GA. She called home during the snow storm they had. Her comments were "what is wrong with people. It is insane. Its been 3 days and there is still snow on the roads. People are panicking like it is the end of the world. There are car accidents all over the place."
Meanwhile here in NJ we had 8" of snow that ended at 10:30 PM on a Sunday night. Monday morning the roads were clean and people were headed to work.
It is all about what your region is used to handling.
