I think it is artistic rendering of the space elevator that takes you the 220 miles up to the restaurant. That's gonna take a long time to build, me thinks....

My understanding is you're close. Just to clarify what I think I know: the restaurant stays in space, and we take the "space elevator" up to it. (New version of hydrolator, likely.)
