What company builds the PotC/Small World boats?

Not doubtful at all. True.
Disney has a fiberglass molding machine at Central Shops capable of doing a boat in two halves (top and bottom), then they just add the railings and such.

Hmm. Interesting. I was always under the impression that Central Shops was strictly for repair and storage.

Not at all. They built nearly everything for the original WDW/MK there. Trams, ride vehicles, animatronics, signs, trash cans, and I think they even finished some of the pre-fab hotel rooms there.

It's gigantic. I too have visited it during a number of tours. I saw the building trams for an international park, repairing ToT elevators, and casting/panting the new Dumbos. They definitely built their boats there.
