What are "No Strings Attached" Cards?

Are there any limitations on No Strings Attached cards? I know these can be very magical but how often are they used?

They're used for Guest Recovery and at a manager's discretion.

Even I'm not going to go into detail on these as they generally are not discussed in settings and public forums like this.

As stated above, it is for Guest Recovery. It can be used for a one time FastPass or a replacement item such as an ice cream that fell on the ground or a hot dog snatched up by a seagull. It can also be used to make a magical moment like a popcorn for a child. The person holding a No Strings Attached voucher usually doesn't have much choice in what it is used for except maybe which attraction, what flavor of ice cream, etc. These are not something regularly given to Guests and there isn't a specific way to go about getting one. Often times, if a Guest requests one, that is fishy in and of itself and the motive behind getting one is questioned and often not granted.
