Price isn't a factor, eh? Photoshop (around $400-600 US) photo editor is probably the best imaging software. I'm sure there are much more inexpensive alternatives out there that work just as good for what you are trying to do.

With windows XP any picture on your harddrive can become a wallpaper.

I wanna make some really cool creative wallpaper. Like the wallpaper I saw in the WOM Wallpaper contest.

WHat you need is a good photo editing program like photoshop and then Like I said any picture you produce can then become a wallpaper, it just has to be on your harddrive that`s all.
